The majority of the car hire companies, at least the well-known ones, are located in the Eastern Gallery at Terminal 3 on the first level. Here, you'll find rental companies like Avis, Budget and Thrifty. All of these agencies offer a free shuttle service from Terminal 3 to the parking lot by the UPS building where you will collect your vehicle. If you're at Terminal 1, you'll need to call for a free shuttle service to take you to Terminal 3.
If you have a driving licence that's been issued in English, you generally won't need an international driving licence to hire a car at the airport. If you're from a country that drives on the opposite side of the road, we suggest confirming with the rental company beforehand. If you do need an international driving license, you must keep both the IDP and your home licence on you while driving.
Regardless of whether your flight departs from Terminal 1 or 3, your car hire will need to be returned to the Pardes parking lot on the ground floor of Terminal 3. If you're departing from Terminal 1, you can take the free shuttle service from the ground floor of Terminal 3, close to Gate 1.
To hire an automobile at the airport, you will need to produce a driving licence that's been valid for a year, at least. You will also have to provide proof of your identity, such as a passport or ID document, and a credit or debit card to pay for the rental.
Car rental companies that offer shuttle or pick-up services from Tel Aviv Ben Gurion Airport to off-airport locations include Alamo, Avis, Budget, CalAuto, Dollar, Eldan, Enterprise Rent-A-Car, Europcar, Hertz, and National.

I could drop off the car in the city, rather than back at the airport.Cons:
There were a ton of extra fees, even though I was insured by my credit card, that ended up making the total cost FOUR TIMES what was advertised! This included an extra national insurance fee ($300 for 4 weeks) that was apparently mandatory. Also, as an Israeli citizen, I had to pay an additional $90 fee/tax because of that. I cut my rental by 2 weeks because I couldn't afford all the extra costs. Also, Budget only reported 1 scratch when there was a dent and about 10 scratches around the car. There was no one at pickup to confirm, so I had to take photos to prove during drop-off that I didn't cause the dent or other scratches. This ended up being fine, but it was annoying that I even had to take photos myself and that Budget didn't do this in advance. The car was ridiculously weak on the uphills (with 4 passengers), but I guess that's to be expected with the most compact. Also, at one point the A/C gave out (i.e., no cold air) for an hour during a drive. It kicked in again after stopping for a while.5.2 Fair

From the moment we picked up this car at Shlomo SixT's branch at the Sde Dov airfield, we knew that this Nissan Almeira looked terrible. There were little chip marks and loose body parts all around the car. And there we a big cross on top, left by some long ago tape. But we were in a hurry, so we took the car. Then, we started noticing some other peculiarities and weaknesses. The radio knobs were missing, so we couldn't manage to use the radio. There was only one key slot, on the driver's door, none on the passenger side. And, to compound that problem there was no automatic door opening mechanism. So, the driver had to get into the car, reach over and manually unlock the passenger door, and the others, terribly inconvenient. We were not given any remote door opener. There was only one "low" gear. One drove either in "Drive" or in "Low." Usually, of course, there is a choice of at least two or three gears lower than Drive. This car really should not be rented in this condition. Or only by a company called "Rent-a-Wreck."2.8 Poor

The price that was charged was different from the price that I was quoted. Tried to resolve dispute over the phone - unsuccessfully. The car was a hybrid in a country where gas is very expensive. I appreciated that. Too bad the hybrid had to come after the first car that had issues. One of them being a faulty tire immediately when I drove off the lot.Cons:

Alamo did not release car without me purchasing insurance for the car from Alamo. This is despite the fact that my credit card automatically insures all my rental cars. The mandatory insurance purchase, which was greater in cost than renting the car itself, was not mentioned at Kayak website during the booking.2.0 Poor

The car which was a large Fiat was good except that the front fender was loose when the car was given to me. It got looser as the trip went on and I finally called to get a replacement car. Eldan, the agency that represents Alamo, was very good at replacing the car but their main Jerusalem office was all but closed because of the visit by Vice President Pence. Their representative Sarah at headquarters steered us to a smaller office nearby in Givan Shaul, but they didn't have a lot of cars. We got a large dirty 4 wheel drive Diesel Dacia when we indicated to the manager David that we could drive a manual shift. Adriel, the manager of the downtown branch who was in Givan Shaul because he couldn't get to the office either because of Pence, said that we could return the Dacia to him downtown in two days and get the exact same type of car that we had had before but with an attached fender. We did that and the Eldan team was good to their word. At all times, everyone on the Eldan team, was courteous and resourceful at getting our problems solved. It's not how you react when situations are simple that tests the mettle of an organization, but how you react when there is a problem. The Eldan team was great. I would use them again.Cons:
Because of all of the confusion, as described in the what went right section at left, I was charged for a fillup of gas. When I got the Dacia in the Givan Shaul office, because of the confusion, I was given the car with a partially filled tank of gas. I returned the car with the same partially filled tank of gas as well. I was charged for the partial fillup. I will have to call Eldan in Israel to get that charge removed. I do feel that they will do this because of the treatment I have received from them to date.9.2 Wonderful

The manager at Ben Gurion airport for Eldan rentals, the presumed local Alamo affiliate, was very nice.Cons:
I had reserved 2 infant car seats but upon arrival the 2 car seats presented to us were filthy and worse, had no restraining straps. The manager was nice and apologized and offered us an "upgraded" rental, which turned out to be the Dacia. The transmission on the Dacia was the worst on any car that I've driven. It was rough, sluggish, jerked and at times made us feel as if we were in a rodeo riding a bucking bronco. There is no Park setting on this transmission, only Drive, Neutral and Reverse, so that when parking or waiting at a traffic light on an incline, the parking brake must be utilized. I don't know if the Dacia that we received was a lemon, or whether our experience is characteristic.7.2 Good

The rental experience and the car was great. The lady was very nice and the car we originally got was a Volkswagen passat. Since we ordered a premium car, I was dissatisfied with what we got so I asked them to upgrade our car to a Volvo or something slightly nicer. In return, they got us a $50,000 Lexus for no extra charge. Albeit a little dirty, the car was fantastic; leagues better than the Volkswagen.
